HUS year 2022: We prepared for the health and social services reform
Responsibility for providing health, social and rescue services was transferred from local authorities to the new wellbeing services counties at the beginning of 2023. At HUS, this involved a lot of administrative changes, but the most important thing, patient care, continued uninterrupted.
Joint Authority HUS was converted into HUS Group on January 1, 2023, but just like before, we are in charge of providing specialized medical care in Uusimaa and in our cooperation area. Our nationwide responsibilities also remained unchanged. With the health and social services reform, the HUS hospital areas ceased to exist.
HUS is now owned by the four wellbeing services counties in Uusimaa–Western Uusimaa, Central Uusimaa, East Uusimaa and Vantaa-Kerava–and by the City of Helsinki. The supreme decision making bodies, funding models and ownership steering of the HUS Group were laid down in the charter that was approved by the councils of the wellbeing services counties and of the City of Helsinki in April 2022. The supreme decision making body of the HUS Group is the General Meeting, to which each owner member sends one representative.
We are working hard to ensure that services will remain safely available following the health and social services reform. The HUS preparations comprised five project packages with a total of 32 projects. Our organization was also restructured to accord better with the new operating model. Our employees were transferred to HUS Group as ‘old employees’, continuing their employment relationships with all previous terms and conditions unchanged.

- More departments joined Regional Clinical Services, and the regional services profit area was established.
April 2022
- The HUS charter was approved and HUS Group was established.
May 2022
- The HUS Executive Board approved the outlines for HUS reorganization.
- The agreement on the organization of services was being drafted.
July 2022
- The General Meeting was convened for the first time.
December 2022
- The council approved the HUS Group strategy.
January 1, 2023
- The HUS Group began operations and Joint Authority HUS ceased to exist. The HUS reorganization entered into force.
