HUS year 2022: Productivity, service production, member municipality invoicing and financing

Productivity  

We monitor overall productivity trends with the cost per patient indicator.  

In 2022, cost per patient at HUS was EUR 3,398, compared with EUR 3,241 in the previous year, an increase of 4.9% on the previous year. These are undeflated figures. When deflated, the indicator change comes out to -0.3%. If exceptional customer refunds in 2021 are excluded from the comparison, then the deflated indicator change is -3.1%.  

Service production  

The operating volume of medical services was 7.2% under budget while showing a decrease of 4.4% on the previous year.   

Total invoicing for our own service production decreased by -0.5% on 2021, -6.5% from what was budgeted. The most important reason for the shortfall was that production volume remained lower than planned. This was caused by there being more ward and operating room closures than earlier due to low availability of nursing staff. Problems with access to further treatment and the nurses’ strike in April compounded these problems. 

Billing member municipalities  

The member municipalities’ contributions amounted to EUR 2.0 billion, being EUR 4.1 million over budget.   

The comparable volume of service production included in the member municipalities’ contributions fell short of planned production by 6.9% and decreased by 4.2% on 2021.  

HUS member municipalities’ average deflated specialized medical care cost per resident in 2022 was EUR 1,045. 

Billing for medical service production from others than member municipalities totaled EUR 202.1 million, EUR 27.4 million (11.9%) under budget. Billing from other hospital districts was EUR 12.3 million under budget, while billing from the Specific Catchment Area (ERVA) was EUR 14.1 million under budget.  

Funding  

During the financial year, Joint Authority HUS took out EUR 150 million in long-term loans. EUR 18.2 million was spent on loan repayments.   

At the end of the year, the loan portfolio stood at EUR 865.7 million, consisting of long-term loans. Loan receivables as at the end of 2022 stood at EUR 25.3 million and cash in hand at EUR 123.9 million.   

Cash flow sufficiency was 14.6 days, just slightly lower than the goal level of 15 days.   

HUS had an equity ratio of 20.7%, the target minimum being 20%.
